Antoinette Kraus currently serves as founding Director of the Pennsylvania Health Access Network (PHAN). Since joining PHAN in 2008 Kraus has helped grow the Pennsylvania Health Access Network into the state’s largest consumer driven organization. She works toward quality, affordable health care for Pennsylvanians, and building a healthier Pennsylvania. She has led numerous campaigns to increase access and advance consumer protections and health reforms. Since the passage of the Affordable Care Act, Kraus has helped to build one of Pennsylvania’s largest statewide enrollment operations as a Federally funded navigator organization. PHAN has enrolled over 4,800 individuals in health insurance coverage in over two thirds of Pennsylvania’s counties and in every geographic rating area in the Commonwealth.

Ms. Kraus has given hundreds of presentations on health care related issues. Over the years, Ms. Kraus has been invited to provide testimony before elected officials and administrative agencies, including testifying before the Energy and Commerce Subcommittee on Health in Washington, DC. As a consumer advocate, Kraus has been widely quoted in state and national media. She currently serves on the advisory boards of the Philadelphia Inquirer’s Health Cents Blog and the Delaware Valley Healthcare Council’s Consumer Advisory Board. She served on the transition team for Governor Wolf and is currently a member of Pennsylvania’s Health Innovation in Pennsylvania Steering Committee as well as a member of the Price and Transparency workgroup. In 2013 she received an Advocacy Vanguard Award from SEPA PRO-Act for her leadership on Medicaid Expansion and in 2015 she received the Thomas J Zeuber Patient Safety Award from SEIU Healthcare Pennsylvania.
